HSO 9002:2019 (E) Emergency and Disaster Preparedness for Health Care Organizations Standard – Public Review
The public review of HSO’s revised Emergency and Disaster Preparedness for Health Care Organizations Standard is taking place between August 1, 2019 and October 18, 2019.
Summary of changes
HSO 9002:2019(E) Emergency and Disaster Preparedness for Health Care Organizations Standard is the most recent revision of HSO’s Emergency and Disaster Preparedness Standard. The revision is led by HSO Emergency and Disaster Preparedness Working Group under the oversight of HSO TC033 Emergency Management Technical Committee. Overall development of the standard is under the authority of the HSO Standards Steering Committee.
The revised standard:
- Includes an updated title to provide more clarity on the scope of the standard
- Specifies the responsibilities of health care organizations in being prepared to receive and provide health services to casualties during and following an emergency or disaster, in addition to continuing to care for their patients and clients toward whom they have a duty of care.
- Supports health care organizations to achieve the goals of preparedness, which are to:
- Mitigate the risk of emergencies or disasters
- Have the right response plan and protocol in place
- Meet the numerous and varied health needs of populations affected by emergencies and disasters, including preventing morbidity and mortality
- Minimize short- and long-term negative impacts on and damage to the populations they serve
- Sustain a physical and psychologically safe environment in their organizations
- Applies to health care organizations who have a duty of care to their patients and clients and may additionally be required to receive and provide health services to casualties during and following an emergency or disaster that occurs within or outside of the organization
- Incorporates people centred care principles and language and is inclusive of clients and families throughout the emergency planning, mitigation, response and recovery activities of the organization in a meaningful and purposeful manner
- Uses standardized auxiliary verbs to provide clarity in interpretation of criteria
- Includes several updated criteria including organization’s responsibilities in establishing a culture of preparedness; meeting the needs of vulnerable populations; incorporating build back better principles for optimal recovery and resiliency; and partnering with staff, other health services, jurisdictional services, governmental and non-governmental organizations, and the community to establish a coordinated preparedness plan.
The technical content of the standard is divided as follows:
- Investing in emergency and disaster preparedness
- Planning for and mitigating emergencies and disasters
- Responding to emergencies and disasters
- Recovering from emergencies and disasters
- Measuring effectiveness and improving quality
The standard provides:
- Organizations with the required responsibilities of emergency and disaster preparedness in health care
- Policy makers with a blueprint for the requirements to designate an organization’s emergency and disaster preparedness in their jurisdictions
- External assessment bodies with measurable requirements to include in assessment programs
- Clients and families with information about what they can expect from organizations in their community, and the ways in which they can become involved in the preparedness of the organization
This standard will be undergoing periodic maintenance. HSO will review and publish this standard on a schedule not to exceed five years from the date of publication.
